For a publisher which is based around two people, that is a rather large workforce.

It's the old Complete Annihilation mod, they're slowly removing the TA IP to make their own.

You've never heard of the Spring engine before?

You should also look up Kernel Panic, Evolution RTS and ... umm... that other one... 1941 maybe?
Oh, and there's Imperial Winter, if that ever gets released.
