TL;DR
Epic have offered up full access to the Uunreal Engine 4 source code for USD$19/month subscription (and 5 of any gross royalties if you release a game with it)
Pretty damn cool of them if you ask me.

UDK has been free for some time now, although I think that was Unreal Engine 3.
Payment part comes when you release a commercial game. Lots of companies follow this pattern, I think even crytek do it.
